On April 29, 2011, the President included Bashar al-Assad and Maher al-Assad in the Annex to E.O. 13572, Blocking Property of Certain Persons With Respect to Human Rights Abuses in Syria.” On January 12, 2017, OFAC identified the Syrian Arab Army as falling within the definition of the Government of Syria, as set forth in E.O. 13582 and the Syrian Sanctions Regulations. These crossings into opposition areas have generated huge sums for regime officials, and in one example, most of the sums made reportedly went to Maher al-Assad.</span></p>

Despite the reported linkages to Asma Al-Assad, Taher established Emma Tel LLC and owns 100 percent of its shares. Furthermore, Taher recently established Ella Media Services LLC, an advertisement company that was awarded a license to manage Syria’s largest billboard advertising network.</span></p>

<p>Al-Mulathameen Brigade, also known as Brigade of the Masked Ones, is a terrorist militant organisation active in North and West Africa founded and led by Mokhtar Belmokhtar. Belmokhtar was previously a member of Al-Qaeda in the Islamic Maghreb terrorist group.<br />
<br />
The U.S. State Department declared the group as Foreign Terrorist Organization (FTO) since December 18, 2013. In 2013 Al-Mulathameen merged with Movement for Oneness and Jihad in West Africa to form Al-Mourabitoun.<br />
<br />
In 2017 Al-Mourabitoun merged with the Saharan branch of Al-Qaeda in the Islamic Maghreb, Ansar Dine, and Macina Liberation Front to form Jama’at Nasr al-Islam wal Muslimin. Despite its split from AQIM, the AMB claimed to remain loyal to the ideology and command of Al Qaeda Central.<br />
<br />
The Al-Mulathameen was primarily financed by kidnapping for ransom, regional arms and drug trafficking operations masterminded by leader Mokhtar Belmokhtar.<br />

Belmokhtar built lucrative smuggling routes throughout the Sahel in the early 2000s, made possible because of his family ties to the local tribes in <a href="https://www.gfatf.org/general-country-info-mali" rel="noopener noreferrer" target="_blank">Mali</a>, allegedly formed through his marriages to four women from local Arab and Tuareg communities.</p>

<p>January 16, 2013: AMB forces took control of a British Petroleum gas complex near the town of In Amenas, in southeastern <a href="https://www.gfatf.org/general-country-info-algeria" rel="noopener noreferrer" target="_blank">Algeria</a> and held Algerian and foreign workers hostage in retaliation for <a href="https://www.gfatf.org/general-country-info-algeria" rel="noopener noreferrer" target="_blank">Algeria</a> permitting <a href="https://www.gfatf.org/general-country-info-france" rel="noopener noreferrer" target="_blank">France</a> to use its airspace to launch attacks against the rebel forces in northern <a href="https://www.gfatf.org/general-country-info-mali" rel="noopener noreferrer" target="_blank">Mali</a>.<br />

The crisis ended on January 19 when the Algerian military intervened. Those killed included 39 hostages and 29 attackers. May 23, 2013: The AMB and MUJAO carried out simultaneous, coordinated suicide bombing attacks against a military camp in Agadez, <a href="https://www.gfatf.org/general-country-info-niger" rel="noopener noreferrer" target="_blank">Niger</a> and a French-run uranium mine in Arlit, <a href="https://www.gfatf.org/general-country-info-niger" rel="noopener noreferrer" target="_blank">Niger</a> (25 killed, 20 wounded).<br />

<p>Army of Islam (official name – The Army of Islam Group in Jerusalem) is a Salafi Jihadist militant organization in the Gaza Strip, founded in 2006.<br />
<br />
The group is based in the Tzabra neighborhood in the center of the Gaza Strip. The group has been designated as terrorist organization by the <a href="https://www.gfatf.org/general-country-info-united-states" rel="noopener noreferrer" target="_blank">United States</a> and the <a href="https://www.gfatf.org/general-country-info-united-arab-emirates" rel="noopener noreferrer" target="_blank">United Arab Emirates</a>.</p>

<p>The group’s first prominent action was its involvement in the 2006 Gaza cross-border raid during which Israeli soldier Gilad Shalit was kidnapped. It also kidnapped BBC reporter Alan Johnston in 2007.<br />
<br />
The group appears to draw inspiration from (or is linked to) al-Qaeda, and has conducted at least one bombing of a Palestinian civilian target (an empty school) and a number of other kidnappings. The group was originally closely related to Hamas, but its extremist stances eventually alienated both Hamas and Fatah.<br />
<br />
The group has also been known as The Organization of jihad in <a href="https://www.gfatf.org/general-country-info-palestine" rel="noopener noreferrer" target="_blank">Palestine</a> and is linked to Abu Qatada, the British-based Palestinian-Jordanian extremist Sheikh who they demanded be released in exchange for Johnston.<br />
<br />
On 3 November 2010 senior Army of Islam leader Mohammad Namnam was killed in a targeted killing when the car he was driving in Gaza City was hit by a missile fired from an Israeli military helicopter.<br />
<br />
Israel killed Namnam after Egyptian authorities reportedly tipped-off <a href="https://www.gfatf.org/general-country-info-israel" rel="noopener noreferrer" target="_blank">Israel</a> that Namnam was helping plan a future attack on multinational security forces in Sinai. Following the 3 November air strike, the Israeli Air Force killed two other members of the group. Mohammed and Islam Yassif were killed in an air strike, fired from an unmanned drone, on 17 November 2010.<br />
<br />
The attack, coordinated with Israeli security services, Shin Bet, came around dawn on a busy street in Gaza City, and cited the same security issues as that in the killing of Namnam.<br />
<br />
In 2011, the group told the French security services that they had planned an attack on the Bataclan theatre because its owners were Jewish.<br />
<br />
A limited number of fighters belonging to the group travelled to <a href="https://www.gfatf.org/general-country-info-syria" rel="noopener noreferrer" target="_blank">Syria</a> from 2012 to fight in the Syrian Civil War; several of these volunteers were killed in combat. In 2016, the Army of Islam released a eulogy for the Islamic State’s commander Abu Omar al-Shishani after he was killed in fighting in al-Shirqat, <a href="https://www.gfatf.org/general-country-info-iraq" rel="noopener noreferrer" target="_blank">Iraq</a>. Nevertheless, the group has not openly admitted any links to the Islamic State.<br />
<br />
By 2018, the group faced increasing repression by Hamas which was unwilling to tolerate its extremist activities. In turn, the group considers Hamas an apostate organization, and has called upon Muslims to carry out lone wolf attacks against <a href="https://www.gfatf.org/general-country-info-israel" rel="noopener noreferrer" target="_blank">Israel</a>.</p>

<strong>Kidnapping of Alan Johnston</strong><br />
In 2007 the group kidnapped the BBC correspondent Alan Johnston. On 25 June 2007 a video was released by the group showing Johnston with an explosive belt around his waist, with a demand for the release of Muslim prisoners in British custody.<br />
<br />
The group, which also kidnapped ten members of Hamas, had claimed that they would have killed him if there had been an attempt to rescue him by force. On 4 July 2007, after Gaza authorities arrested several members of the group including its spokesman, Abu Muthana, and following threats of execution, Johnston was handed over to Hamas officials and released after 114 days in captivity.</p>
<p><strong>Alexandria bombing</strong><br />
The group has been linked with the 2011 bombing of a Coptic church in Alexandria that resulted in 23 deaths. <a href="https://www.gfatf.org/general-country-info-egypt" rel="noopener noreferrer" target="_blank">Egypt</a>‘s Interior Minister said on 23 January that evidence proved that the group planned and executed the attack. The group quickly denied responsibility, while also reportedly expressing support for the bombing.</p>

Ali Hassan Khalil previously served as the Minister of Finance (2014-2020) and Minister of Public Health (2011-2014). As Minister of Finance, Khalil was one of the officials Hizballah leveraged a relationship with for financial gain. In late 2017, shortly before the Lebanese parliamentary elections that would take place in May 2018, Hizballah leaders, fearing a weakening of their political alliance with the Amal Movement, reached an agreement with Khalil where he was prepared to receive Hizballah support for his political success. Khalil worked to move money in a manner that would avoid U.S. sanctions enforcement from government ministries to Hizballah-associated institutions. Additionally, Khalil used his position as Minister of Finance to attempt to have U.S. financial restrictions on Hizballah eased so that the group would have less difficulty moving money. Khalil also used the power of his office to exempt a Hizballah affiliate from paying most taxes on electronics imported to Lebanon, and a portion of what was paid was collected to support Hizballah. As of late 2019, Khalil as Finance Minister refused to sign checks payable to government suppliers in an effort to solicit kickbacks. He demanded that a percentage of the contracts be paid to him directly.</span></p>

Yusuf Finyanus is the former Minister of Transportation and Public Works (2016-2020). As of mid-2019, Hizballah used its relationship with officials in the Lebanese government, including Finyanus as Minister of Transportation and Public Works, to siphon funds from government budgets to ensure that Hizballah-owned companies won bids for Lebanese government contracts worth millions of dollars. In 2015, Hizballah gave Finyanus hundreds of thousands of dollars in exchange for political favors. Also in 2015, Finyanus met regularly with Wafiq Safa, whom the U.S. Treasury designated in 2019 for his leadership role in Hizballah’s security apparatus. Finyanus also helped Hizballah gain access to sensitive legal documents related to the Special Tribunal for Lebanon and served as a go-between for Hizballah and political allies. <p>General Info:</p>

<p>Formed in the 2013 by Wathiq al-Battat (former senior official in the Hezbollah Brigades), Mukhtar Army is a Shi’a Iraqi militia group supported by Iran and operating in <a href="https://www.gfatf.org/general-country-info-iraq">Iraq</a> and <a href="https://www.gfatf.org/general-country-info-syria">Syria</a>.<br />
<br />
Al-Battat pledged his loyalty to the Supreme Leader of <a href="https://www.gfatf.org/general-country-info-republic-of-iran" rel="noopener noreferrer" target="_blank">Iran</a>, Ayatollah Ali Khamenei. He was arrested briefly on 2 January 2014, but was released despite still being a fugitive.<br />
<br />
He was apparently accidentally assassinated at point-blank range on 20 December 2014 at a fake police checkpoint in eastern <a href="https://www.gfatf.org/general-country-info-iraq" rel="noopener noreferrer" target="_blank">Iraq</a> by an unknown party.</p>

<p>On 4 February 2013, al-Battat announced the formation of the Mukhtar Army with the stated purpose of protecting <a href="https://www.gfatf.org/general-country-info-iraq" rel="noopener noreferrer" target="_blank">Iraq</a>‘s Shi’as, and to assist the government in combating terrorism.<br />
<br />
Al-Battat stated that the Mukhtar Army would prevent any Sunnis controlled by al-Qaeda or other militant groups from attempting to topple the Shi’a-led government in <a href="https://www.gfatf.org/general-country-info-iraq" rel="noopener noreferrer" target="_blank">Iraq</a>.<br />
<br />
In a phone interview with the Associated Press, Al-Battat said that the group receives weapons and other support from the Iranian Regime, and is advised by the Quds Force, a special unit of the Iranian Revolutionary Guard Corps (IRGC) that oversees its external operations.<br />
<br />
He describes himself as a follower of the Ayatollah Ali Khamenei, who is the Supreme Leader of <a href="https://www.gfatf.org/general-country-info-republic-of-iran" rel="noopener noreferrer" target="_blank">Iran</a>.<br />
<br />
An Iranian Revolutionary Guard Corps official dismissed suggestions that it supports any armed group in <a href="https://www.gfatf.org/general-country-info-iraq" rel="noopener noreferrer" target="_blank">Iraq</a>, saying that such “claims are aimed at defaming the Guard. We do not see any reason to respond to such baseless claims.”<br />
<br />
A spokesperson for the Hezbollah Brigades also distanced his group from al-Battat and the Mukhtar Army, stating that al-Battat “is not affiliated with the Hezbollah Brigades in any way whatsoever.”<br />
<br />
Also to mention that Ahmed Abu Risha (head of the Sunni Anbar Salvation Council), argues that the Mukhtar Army was created with Iraqi government consent to silence Sunni-led protests that began in December 2012.<br />
<br />
A few days after the group’s formation, the Iraqi government issued an arrest warrant against al-Battat. Speaking on 9 February 2013, Iraqi Prime Minister Nouri al-Maliki called on Iraqi citizens to cooperate with security forces in disclosing the whereabouts of al-Battat in order to arrest him as soon as possible.</p>

<p>Al-Battat stated that the Mukhtar Army was behind the rocket and mortar attack on 9 February 2013 that killed seven members of the Iranian opposition group Mujahedeen-e Khalq (MEK) housed at Camp Liberty in Baghdad. He threatened with more attacks against the MEK until they leave Iraq.<br />
<br />
In mid-February, threatening flyers signed by the Mukhtar Army were placed at Sunni households in Baghdad’s Jihad neighborhood. The leaflets warned enemy Sunnis to leave now or face great agony.<br />
<br />
The Mukhtar Army has also threatened that it will liberate <a href="https://www.gfatf.org/general-country-info-saudi-arabia" rel="noopener noreferrer" target="_blank">Saudi Arabia</a> and target the Mubarak Al Kabeer Port being constructed in <a href="https://www.gfatf.org/general-country-info-kuwait" rel="noopener noreferrer" target="_blank">Kuwait</a>.<br />

On 21 November 2013, the Mukhtar Army claimed responsibility for six mortar bombs fired into northern <a href="https://www.gfatf.org/general-country-info-saudi-arabia" rel="noopener noreferrer" target="_blank">Saudi Arabia</a> that landed near a border post. Al-Battat said: “The goal was to send a warning message to the Saudis to tell them that their border stations and patrol are within our range of fire.” He also said he wanted <a href="https://www.gfatf.org/general-country-info-saudi-arabia" rel="noopener noreferrer" target="_blank">Saudi Arabia</a> to stop interfering with Iraqi affairs.</p>

<p>In an interview aired on 5 February 2013 on the Iraqi Al Sharqiya television channel, al-Battat stated, “Allah willing, we shall annihilate the infidel, atheist Saudi regime, and all the regimes that wage war against Islam, incite their peoples to wage war against Islam and the Prophet Muhammad, and support <a href="https://www.gfatf.org/general-country-info-israel" rel="noopener noreferrer" target="_blank">Israel</a> and the <a href="https://www.gfatf.org/general-country-info-united-states" rel="noopener noreferrer" target="_blank">United States</a>.<br />

In an interview aired on 23 October 2013 on the Iraqi Al Sumaria television channel, al-Battat stated: “When it comes to politics, our authority is the leader, Ali Khamenei – I am proud to be a foot soldier in the army of the leader, Sayyed Khamenei.”<br />

He added, “What is important is the common enemies – the Americans and the Israelis. We must confront them with all our force. After we annihilate the Jews, we can deal with domestic matters.</p>

<p>Jaysh al-Mu’ammal, also known as Liwa al-Mu’ammal or as the Popular Mobilization Forces’ 99th Brigade, is a Shia Islamist Iraqi private militia that is led by Sa’ad Sawar and has fought in the Syrian Civil War and Iraqi Civil War.<br />
<br />
Founded as splinter faction of the Sadrist Movement, Jaysh al-Mu’ammal is supported by <a href="https://www.gfatf.org/general-country-info-republic-of-iran" rel="noopener noreferrer" target="_blank">Iran</a> and former Iraqi Prime Minister Nouri al-Maliki.</p>

<p>The group reportedly emerged due to disputes among the Iraqi Sadrist Movement. After the Syrian Civil War’s outbreak, Muqtada al-Sadr had decided not to aid the Syrian government of Bashar al-Assad, which led to discontent among his followers.<br />
<br />
One of the leading commanders of the Sadrist Peace Companies, Sa’ad Sawar, openly broke with Muqtada al-Sadr and travelled to Damascus, where he joined another Iraqi militia, Liwa Assad Allah al-Ghalib fi al-Iraq wa al-Sham, to fight against the Syrian insurgents.<br />
<br />
As time went on, disputes over the leadership and course of the Sadrist Movement continued, with a number of factions breaking off. After returning to <a href="https://www.gfatf.org/general-country-info-iraq" rel="noopener noreferrer" target="_blank">Iraq</a>, Sa’ad Sawar consequently managed to rally a substantial number of dissatisfied Sadrists to his cause, and announced the foundation of “Jaysh al-Mu’ammal” in June 2016.<br />
<br />
The new group reportedly received substantial aid from Nouri al-Maliki, the former Prime Minister of <a href="https://www.gfatf.org/general-country-info-iraq" rel="noopener noreferrer" target="_blank">Iraq</a> and a rival to Muqtada al-Sadr, who provided Jaysh al-Mu’ammal with 3 million United States dollar in cash, weapons worth $1,5 million, and the support from a number of tribal sheikhs in central and southern <a href="https://www.gfatf.org/general-country-info-iraq" rel="noopener noreferrer" target="_blank">Iraq</a>.<br />

Sa’ad Sawar also received support from <a href="https://www.gfatf.org/general-country-info-republic-of-iran" rel="noopener noreferrer" target="_blank">Iran</a> and other splinter faction of the Sadrist Movements as well, such as Asa’ib Ahl al-Haq.<br />
<br />
Since then, Jaysh al-Mu’ammal has been operating in <a href="https://www.gfatf.org/general-country-info-syria" rel="noopener noreferrer" target="_blank">Syria</a> and <a href="https://www.gfatf.org/general-country-info-iraq" rel="noopener noreferrer" target="_blank">Iraq</a>, where it has joined the Popular Mobilization Forces as “99th Brigade”. By mid-2018, Jaysh al-Mu’ammal was involved in anti-Islamic State counter-insurgency operations in Saladin Governorate.</p>

<p>The group is led by Sa’ad Sawar, and is headquartered in Sadr City (Baghdad), where it also recruits most of its forces. A number of pro-Nouri al-Maliki elements in central and southern <a href="https://www.gfatf.org/general-country-info-iraq" rel="noopener noreferrer" target="_blank">Iraq</a> have also joined the group or at least provide support.<br />

Unlike Muqtada al-Sadr, who is focused on <a href="https://www.gfatf.org/general-country-info-iraq" rel="noopener noreferrer" target="_blank">Iraq</a>, Sa’ad Sawar has emphasized his readiness to provide military support to Shia groups outside of his home country.<br />
<br />
His group consequently operates in both <a href="https://www.gfatf.org/general-country-info-iraq" rel="noopener noreferrer" target="_blank">Iraq</a> as well as <a href="https://www.gfatf.org/general-country-info-syria" rel="noopener noreferrer" target="_blank">Syria</a>, and has also declared its willingness to support the Houthis in the Yemeni Civil War, and to fight with the Bahraini opposition against the Sunni House of Khalifa.</p>

<p>Harakat al-Abdal (The Replacements Movement) is a Shi’a militia that emerged in 2014 as part of the wider popular mobilization militia trend among Iraq’s Shi’a.<br />
<br />
Ideologically, it identifies with <a href="https://www.gfatf.org/general-country-info-republic-of-iran" rel="noopener noreferrer" target="_blank">Iran</a>‘s Supreme Leader Ayatollah Khamenei, as illustrated by the regular feature of his portrait on the group’s social media, which also advertise material from already well-established Iranian proxies such as the Badr Organization, suggesting close links.<br />
<br />
As of January 2016, Harakat al-Abdal has been advertising operations in Syria. According to a media representative for the group, these operations are taking place in the Aleppo area, where a large number of Shi’a militias have been participating in efforts led by Qassem Soleimani to push through the southern countryside into Idlib, break the sieges of Nubl and Zahara to the north of Aleppo city and push east of Aleppo city against the Islamic State terrorist group.</p>

<p><span style='font-family: "trebuchet ms" , sans-serif;'>The Brigade of Abu al-Fadl al-Abbas, also known as the al-Abbas Brigade, is a pro-government Twelver Shia Muslim militant group operating in <a href="https://www.gfatf.org/general-country-info-syria" rel="noopener noreferrer" target="_blank">Syria</a>. The group it is named after the nickname of Al-Abbas ibn Ali, son of Imam Ali.<br />
<br />
The group is designated as a terrorist organisation by the authorities in the <a href="https://www.gfatf.org/general-country-info-united-arab-emirates" rel="noopener noreferrer" target="_blank">United Arab Emirates</a>. The group was formed in late 2012 to defend the Sayyidah Zaynab Mosque and other Shia holy sites in <a href="https://www.gfatf.org/general-country-info-syria" rel="noopener noreferrer" target="_blank">Syria</a>.<br />
<br />
It rose in prominence in reaction to the desecration of various shrines, heritage sites, and places of worship by rebels during the Syrian civil war and subsequently collaborated with the Syrian Army.<br />
<br />
Its fighters include native Shia Damascenes, Damascus-based Iraqi Shia refugees, Iraqi Shia volunteers, and other foreign Shia volunteers. Iraqi nationals form its primary constituent. The group fights primarily around Damascus, but has fought in Aleppo and other parts of <a href="https://www.gfatf.org/general-country-info-syria" rel="noopener noreferrer" target="_blank">Syria</a> as well.<br />

In May and June 2013, Reuters reported a split had developed within the brigade over finances and leadership which erupted into a gunbattle. Many non-Syrian members subsequently formed a different brigade.<br />
<br />
On 19 May 2014, fighters from the Nour al-Din al-Zanki Brigade claimed to have taken over the al-Abbas Brigade’s regional headquarters in Aleppo.<br />
<br />
As the Islamic State made significant gains in <a href="https://www.gfatf.org/general-country-info-iraq" rel="noopener noreferrer" target="_blank">Iraq</a> in mid 2014, its Iraqi members were forced to return home to defend the faltering Shi’ite led government in Baghdad.<br />
<br />
The al-Abbas Bridge reportedly took part in the 2018 Southern Syria offensive in support of government troops. The militia has the backing of Iranian Regime.</span></p>

<p>The Badr Organization is an Iraqi political party, formed in 1982 and headed by Hadi al-Amiri. The organization it is a part of the Popular Mobilization Forces. It is controlled by the Iranian Regime and the Iranian Revolutionary Guard Corps. The Badr Organization currently leads the second largest political bloc in the Iraqi parliament.<br />

From 1983 to 2003, the Badr Brigades continued to operate out of <a href="https://www.gfatf.org/general-country-info-republic-of-iran/">Iran</a>, carrying out intermediary attacks in southern <a href="https://www.gfatf.org/general-country-info-iraq/">Iraq</a>. Also is known that the IRGC-Qods Force supports Badr Organization with money, soldiers and weapons. The organization is led by men with close ties to the (now dead) general Qassem Soleimani, the leader of <a href="https://www.gfatf.org/general-country-info-republic-of-iran/">Iran</a>’s elite Quds Force and the architect of Tehran’s regional strategy.<br />

The Badr Corps consists of infantry, armor, artillery, anti-aircraft, and commando units with an estimated strength of between 10,000-50,000 men (according to the Badr Organization).<br />
<br />
Badr Organization infiltrated the Iraqi security forces and was carrying out a widespread campaign of terror and murder against the Sunnis.<br />
<br />
During this period, Badr leader Hadi al-Amiri personally stands accused of ordering attacks on up to 2,000 Sunnis. According to a leaked cable from the U.S. State Department, “One of Amiri’s preferred methods of killing allegedly involved using a power drill to pierce the skulls of his adversaries.”<br />
<br />
The group is implicated in the torture and murder of thousands of Sunni Muslims. The Badr Organization has directly attacked American forces in <a href="https://www.gfatf.org/general-country-info-iraq/">Iraq</a>, and U.S. officials have warned that the group would resume its attacks on U.S. interests after the military defeat of the Islamic State in <a href="https://www.gfatf.org/general-country-info-iraq/">Iraq</a>.<br />
<br />
In November 2017, Amiri called on U.S. forces to leave <a href="https://www.gfatf.org/general-country-info-iraq/">Iraq</a>, warning that his group would not allow a single American to remain.</p>

<p>The Islamic Muthanna Movement is a Syrian Salafist rebel group based in Daraa that had been active during Syrian Civil War.<br />
<br />
After its formation in 2012 as the “Muthanna bin Haritha Vanquisher of the Persians Battalion”, it expanded to a sizable group. The group has been described by the As-Safir newspaper as “one of the most powerful armed factions in Daraa”.<br />
<br />
The group has joined multiple operations rooms. The movement worked with a unit of Ahrar ash-Sham called the Harmayn Brigade and the al-Nusra Front in July 2013. The group worked with another unit of Ahrar ash-Sham named Aknaf Bayt al-Muqadis as well as three other Islamist groups on 20 October 2013.<br />
<br />
The movement joined an operation room with other hardline Islamist groups in Daraa on 3 March 2015 which included the al-Nusra Front, Ahrar ash-Sham and Ansar Bayt al-Maqdis.<br />
<br />
Although the group is considered close to al-Nusra, there were reports it declared its support for the Islamic State of Iraq and the Levant in March 2015.<br />
<br />
It subsequently came into conflict with the Free Syrian Army-aligned Liwa al-Mutaz Billah group. However, on 25 March 2015, it supported the FSA in taking the town of Bosra.<br />
<br />
In January 2016, it came into conflict with the Southern Front and the Yarmouk Army after it was accused by them of “kidnappings, assassinations and intimidation” and harboring sympathies for the Islamic State of Iraq and the Levant (ISIL).<br />
<br />
In March 2016, Muthanna and the Pro-ISIL Yarmouk Martyrs Brigade fought against fighters from al-Nusra Front and Ahrar ash-Sham over control of villages near the border with Jordan and the Golan Heights. On 29 March 2016, dozens of their members splintered-off to form an FSA-aligned group called al-Murabitin Brigade.<br />
<br />
In April 2016, there were reports that Muthanna Movement had merged with the Yarmouk Martyrs Brigade, although the group denied these reports at the time, in May 2016 Muthanna, Jaysh al-Jihad and the Martyrs Brigade announced they had united together as the Khalid ibn al-Walid Army.</p>

<p>The Abu Nidal Organization (ANO) is the most common name for the Palestinian nationalist militant group Fatah – The Revolutionary Council (Fatah al-Majles al-Thawry).<br />
<br />
The ANO is named after its founder Abu Nidal. It was created by a split from Yasser Arafat’s Fatah faction of the PLO in 1974. The group has been designated as a terrorist organization by the <a href="https://www.gfatf.org/general-country-info-united-states" rel="noopener noreferrer" target="_blank">United States</a>, the <a href="https://www.gfatf.org/general-country-info-united-kingdom" rel="noopener noreferrer" target="_blank">United Kingdom</a>, <a href="https://www.gfatf.org/general-country-info-japan" rel="noopener noreferrer" target="_blank">Japan</a>, <a href="https://www.gfatf.org/general-country-info-israel" rel="noopener noreferrer" target="_blank">Israel</a> and the European Union.<br />
<br />
The ANO was secular and anti-Western, but was not particularly associated with a broad ideology like leftism or Marxism.</p>

<p>The ANO was originally formed as a result of the 1974 Rejectionist Front split in the PLO, after Arafat’s Fatah had pushed through amendments of the PLO’s goals, which were seen as a step towards compromise with <a href="https://www.gfatf.org/general-country-info-israel" rel="noopener noreferrer" target="_blank">Israel</a>. Abu Nidal then moved to Ba’athist Iraq where he set up the ANO, which soon began a vicious string of terrorist attacks.<br />
<br />
It hasn’t clearly defined its ideological position, but was clearly opposed to any form of compromise or negotiation with <a href="https://www.gfatf.org/general-country-info-israel" rel="noopener noreferrer" target="_blank">Israel</a>. It is known as one of the most uncompromisingly militant Palestinian groups ever. It had an estimated membership of several hundred, but its strength today is not known.</p>

<p>The ANO carried out attacks in 20 countries, killing or injuring almost 1,650 persons. Targets include the <a href="https://www.gfatf.org/general-country-info-united-states" rel="noopener noreferrer" target="_blank">United States</a>, the <a href="https://www.gfatf.org/general-country-info-united-kingdom" rel="noopener noreferrer" target="_blank">United Kingdom</a>, <a href="https://www.gfatf.org/general-country-info-france" rel="noopener noreferrer" target="_blank">France</a>, <a href="https://www.gfatf.org/general-country-info-israel" rel="noopener noreferrer" target="_blank">Israel</a>, moderate Palestinians, the PLO, and various Arab and European countries. The group has not attacked Western targets since the late 1980s.<br />

Major attacks included the Rome and Vienna Airport Attacks in December 1985, the Neve Shalom synagogue in Istanbul and the Pan Am Flight 73 hijacking in Karachi in September 1986, and the City of Poros day-excursion ship attack in <a href="https://www.gfatf.org/general-country-info-greece" rel="noopener noreferrer" target="_blank">Greece</a> in July 1988.<br />
<br />
The ANO has been especially noted for its uncompromising stance on negotiation with <a href="https://www.gfatf.org/general-country-info-israel" rel="noopener noreferrer" target="_blank">Israel</a>, treating anything less than all-out military struggle against <a href="https://www.gfatf.org/general-country-info-israel" rel="noopener noreferrer" target="_blank">Israel</a> as treachery. This led the group to perform numerous attacks against the PLO, which had made clear it accepted a negotiated solution to the conflict. Fatah-RC is believed to have assassinated PLO deputy chief Abu Iyad and PLO security chief Abul Hul in Tunis in January 1991.<br />
<br />
It assassinated a Jordanian diplomat in <a href="https://www.gfatf.org/general-country-info-lebanon" rel="noopener noreferrer" target="_blank">Lebanon</a> in January 1994 and has been linked to the killing of the PLO representative there. Noted PLO moderate Issam Sartawi was killed by the Fatah-RC in 1983. In the late 1970s, the group also made failed assassination attempt on the present Palestinian president and PLO chairman, Mahmoud Abbas.<br />
<br />
These attacks, and numerous others, led to the PLO issuing a death sentence in absentia against Abu Nidal. In the early 1990s, it made an attempt to gain control of a refugee camp in <a href="https://www.gfatf.org/general-country-info-lebanon" rel="noopener noreferrer" target="_blank">Lebanon</a>, but this was thwarted by PLO organizations.</p>

<p>Kata’ib al-Imam Ali (also known as the Imam Ali Battalions) are the armed wing of the Islamic Movement of Iraq (Harakat al-Iraq al-Islamiyah) and serve as part of the umbrella organization “Popular Mobilization Forces”, Kata’ib al-Imam Ali is prominently involved in the Iraqi Civil War, fighting against the Islamic State of Iraq and the Levant (ISIL).<br />

Kata’ib al-Imam Ali came into existence in June 2014 as the armed wing of the Harakat al-Iraq al-Islamiyah (Movement of the Islamic Iraq) party. While its emergence was linked to the large-scale Shia mobilization after the escalation of Iraq’s Sunni Arab insurgency into a full-out civil war, Kata’ib al-Imam Ali is closely connected to older Iraqi Shia Islamist organizations, parties and militias, as well as to the Iranian Quds Force.<br />

The group’s secretary general Shibl al-Zaydi is affiliated with the Sadrist Movement, and was at one point member of the anti-American Mahdi Army. Kata’ib al-Imam Ali also appears to enjoy the favour of Abu Mahdi al-Muhandis, leader of the Popular Mobilization Forces, who has at times even personally led the group into battle. Thanks to these links, Kata’ib al-Imam Ali is well-equipped and has been able to recruit veteran militants, allowing a “meteoric growth”.<br />

Notably, Kata’ib al-Imam Ali has also attempted to rally Syriac Christians to its cause since its formation, based on a purported affinity between Shia Islam and Christians and the supposed betrayal of the Iraqi Christians by Iraqi Kurdistan in course of the Fall of Mosul. In line with these attempts, the group has formed its own, though minor, Christian unit, the “Spirit of God Jesus Son of Mary Battalions”.<br />

In late 2014, one of the group’s commanders, Abu Azrael, gained prominence after appearing in the media armed with axes, swords and machine guns.<br />
<br />
In 2015, Kata’ib al-Imam Ali began to send its fighters to <a href="https://www.gfatf.org/general-country-info-syria" rel="noopener noreferrer" target="_blank">Syria</a>, allegedly to protect the Sayyidah Zaynab Shrine, and participated in the Second Battle of Tikrit.<br />
<br />
In early 2016, its fighters were involved in the Syrian government offensive to reconquer Palmyra and Tadmur from ISIL, and later that year, Kata’ib al-Imam Ali took part in the Battle of Mosul and the Aleppo offensive (November–December 2016).</p>

Wassim Anwar Al-Qattan is a Syrian businessman who holds several contracts with the Government of Syria to develop government-owned shopping malls and hotel properties in Damascus. Al-Qattan is reportedly tied to powerful regime figures, and the Syrian government has awarded almost all of the recent major real estate projects outside of Marota City in Damascus to him. Al-Qattan’s name first emerged within the Damascus business community in July 2017, when his company Muruj Cham Investment and Tourism Group won an auction to re-invest in Qasioun Mall. The project’s previous investor was reportedly stripped of its contract with the Syrian government after Al-Qattan offered a higher annual fee of 1.2 billion Syrian pounds ($2.7 million), paid to the Syrian government. Additionally, Muruj Cham Investment and Tourism Group signed a contract with the Syrian Ministry of Tourism in June 2018 to invest in the Al-Jalaa Hotel in Damascus, paying the government 2.25 billion Syrian pounds ($5 million) a year for 25 years. Al Qattan also owns 50 percent of Adam Trading and Investment LLC, which acquired a contract from the Damascus governorate in August 2018 to develop and manage the Massa Plaza Mall in Damascus. In January 2019, Al-Qattan’s company Intersection LLC acquired a 48-year contract to invest in the Syrian Ministry of Awqaf (Religious Endowments)-owned Yalbagha Complex in central Damascus and convert the property into a tourist commercial complex.<br />

Wassim Anwar Al-Qattan and his companies Muruj Cham Investment and Tourism Group, Adam Trading and Investment LLC, and Intersection LLC are being designated pursuant to E.O.13582 for having materially assisted, sponsored, or provided financial, material, or technological support for, or goods and services in support of, the Government of Syria. Al-Qattan and these three entities are also being designated pursuant to the Caesar Act for knowingly providing significant financial, material, or technological support to, or knowingly engaging in a significant transaction with, the Government of Syria (including any entity owned or controlled by the Government of Syria) or a senior political figure of the Government of Syria.
